Can "indifference" be?

 In the book, "Conversation With God", every emotions in the world is derived from two emotions, "Love" and "Fear". It seems to make sense to me. But some says "what about the emotion of indifference?" Well, I need to make it sure about it.

 Is indifference emotion?
 Human being had taken a long time to discover the existence of 0 (zero). The number zero represents nothing, that is, it represents "non-existing", but it exists in form of zero. What happened?
In roman script such as I,II,III, and, IV, there is no zero. Roman knows the meaning of "nothing", but they didn't consider it as a number. To make it short, Zero is a symbol to address the status "non-existing". Likewise, indifference is a state that there is no emotion involved.

Can we be emotional to someone who we never met, or never heard of? I don't think it is possible.
The indifference is the state before some emotions are involved in.
